At The Noble Arch Fund, we believe that no child's future should be limited by financial barriers. We exist to open doors for families who want the very best for their children but need help affording a private education that fits their child's unique needs.

As a certified School Tuition Organization (STO) in Arizona, we help families access private K–12 schools through scholarships funded by Arizona's tax credit program. And we do more than simply process scholarships — we walk alongside parents with care, encouragement, and practical guidance.

Jack Johnson Pannell

Founder & President

Jack Johnson Pannell is the Founder and President of Noble Arch Fund, with a lifelong commitment to expanding opportunity for students and families. For nearly 15 years, Jack has been an innovator in education, launching schools and scholarship initiatives that help families choose what's best for their children — regardless of income or zip code.

Previously, Jack founded and led the Baltimore Collegiate School for Boys, one of the first public charter schools in Maryland dedicated exclusively to educating boys. He has since guided the launch of Trinity Arch Preparatory School for Boys in Phoenix.

Jack is a graduate of Amherst College and Loyola Law School, Los Angeles. He also holds a Certificate in School Leadership from the Harvard Graduate School of Education and Harvard Business School.

Who Qualifies

Every family's story is different. The good news? Many Arizona students qualify for scholarship support through the state's private school tax credit program.

Your child is an Arizona resident enrolled in or accepted to a qualified private K–12 school.

Your child is transferring from a public or charter school to a private school.

Your family has a limited income and needs help covering tuition.

You're applying for a sibling of a student who already receives a scholarship.

One of our founding partners is Trinity Arch Prep, a faith-based school in Phoenix dedicated to the growth and well-being of boys ages 10–15. Trinity Arch Prep is uniquely designed to serve boys in a small, nurturing setting, offering individualized tutoring and mentoring so each student can thrive — academically, socially, and personally.
